This research aims to describe the behavior of farmers in the confront of subsidiy fertilizer scarcity. The behavior of farmers are indicated with using fertilizer, labour and pesticides. The research was conducted in Babadan Subdistrict, Ponorogo Regency, East Java Province by purposive because the place has a second highest of rice production and crop areas, then it’s has a fertilizer subsidy scarcity condition. In other hand, farmers need a more of subsidy fertilizer but it’s limited. The method of the farmers samples taken by using multiple stage random sampling with total respondents 60 farmers. Each farmer groups 30 respondents, they’re farmer group “Mukti Tani” at Lembah Village and “Tani Jaya” at Trisono Village. Then, the consisting data obtained by using a questionnaire and interview. The result shows that farmer’s behavior in the confront of subsidy fertilizer scarcity is the farmers decided to use fertilizer according to the habit of farmers, using labour according to the need and using the pesticides according to the habit of farmers. Then, there is a relation between the factors of farmer’s behavior and behavior of farmer to using a subsidy fertilizer, using a labour and using a pesticides
