dc.description | Penelitian ini ingin menunjukkan kompleksitas permasalahan hak pendidikan bagi anak-anak pekerja migran Indonesia di Semenanjung Malaysia. Tujuan penelitian ini untuk mengetahui kebijakan Pemerintah Indonesia dalam mengatasi permasalahan hak pendidikan anak-anak pekerja migran Indonesia di Negeri Johor dan Negeri Pahang, Malaysia serta untuk mendeskripsikan hambatan-hambatan yang ditemui Pemerintah Indonesia dalam memberikan pelayanan pendidikan bagi anak pekerja migran Indonesia (PMI). Metode penelitian yang penulis gunakan yaitu wawancara semi-terstruktur dan observasi terstruktur. Hasil temuan dari penelitian ini menunjukkan bahwa kebijakan Pemerintah Indonesia meliputi 3 hal: (i) melakukan kerja sama dengan Kementerian Pendidikan dan Kebudayaan RI terkait dengan pengembangan, perizinan, pendanaan, dan pengiriman guru (ii) melakukan diplomasi dengan Pemerintah Malaysia dalam bidang pendidikan dan kunjungan kenegaraan di Semenanjung Malaysia, (iii) melakukan kerja sama dengan diaspora Indonesia, PERMAI dan dosen Indonesia di Universiti Malaysia Pahang dalam pendirian ICC Muar dan ICC Pahang. Hambatan yang ditemui yaitu ketersediaan bangunan sekolah, perizinan, akses menuju sekolah, dokumen pribadi anak, dan identifikasi data anak PMI yang tidak bersekolah. Dalam penelitian ini dapat disimpulkan bahwa kebijakan Pemerintah Indonesia dalam mengatasi permasalahan hak pendidikan anak PMI perlu diapresiasi sebagai bentuk kemajuan hak asasi manusia.

dc.description.abstract | The research indicates the complexity of the rights for education of Indonesian migrant workers’ children in Malaysian Peninsula. The objective of the research was to learn the Indonesian Government policy in overcoming the problems of the rights for education of Indonesian migrant worker’s children in Negeri Johor and Negeri Pahang, Malaysia as well as to describe the obstacles faced by the Indonesian Government in providing education services for Indonesian migrant worker’s children (PMI-Pekerja Migran Indonesia). The method used in the research was semi-structured interview and structured observation. The result of the research indicated that the Indonesian Government policy covered 3 things: (i) collaboration with Indonesian Ministry of Education and Culture on things related to the development, the permit, the funding, and the teacher deployment (ii) diplomacy with Malaysian Government in education and paying state visits to Malaysian Peninsula, (iii) collaboration with Indonesian diasporas, PERMAI and Indonesian lecturers teaching at Universiti Malaysia Pahang in establishing ICC Muar and ICC Pahang. The obstacles were the building, the permit, the access to school, the document of the children, and the data of PMI children who did not attend schools. It was concluded that the Indonesian Government policy in overcoming the problems of PMI children’ rights for education needed to be appreciated as the manifestation of human rights development.
