The research aimed at learning about leading sectors in Batang Municipality. The analysis was conducted by comparing Batang Municipality Constant Price-Based PDRB in 2012 and Central Java Province Constant Price-Based PDRB in 2012. The mode of the analysis was Growth Ratio Model (MRP), Shift Share analysis, Location Quotient analysis, Overlay analysis, Klassen Typology analysis, and SWOT analysis. Based on the result of SWOT analysis, the strategies for development policy of the leading sector needed to take was by increasing regional economy through the potential of basic sectors, increasing the service quality of the education field, increasing the quality of public infrastructure as well as increasing the competitiveness of the regional economy, and increasing the availability of developing the infrastructure by paying attention to the environment sustainability.
