Sand is one of natural resources in category C, which it cannot be renew. Therefore, the demand of sand right now is increasing as well as pace of country’s development. The purpose of this research is to find Willingness To Pay (WTP) value to economic instruments which are environmental conservation cost and factors of costumer’s desire to pay. Those are distance between mining and household, average income of household, household arrangement, and family education. Those are will be count using logistic regression. WTP Values in this research is done by searching for the value of the auction with the biding games with the average WTP Rp.3.600. with total WTP Rp.273.600. It also means 83% corresponded are able to pay and 17% are not able to pay the WTP cost
